Moving Mercer Forward is Mercer County’s newly adopted Comprehensive Plan and serves as a roadmap for the County’s future growth, investment, and development. Built through extensive public engagement, municipal collaboration, stakeholder input, and technical analysis, the Plan reflects the priorities, values, and aspirations of the people and communities that call Mercer County home.
The Plan outlines strategies to strengthen our communities, support economic development, improve transportation and infrastructure, expand housing opportunities, protect natural resources, preserve our agricultural heritage, and maintain the rural character that makes Mercer County unique.
As Mercer County continues to evolve, the Comprehensive Plan provides a clear vision and practical framework for guiding decisions that enhance quality of life, create opportunity, and ensure long-term sustainability for future generations.

Historical Comprehensive Plans
The following plans remain available as historical references documenting Mercer County’s planning efforts and community vision over the past several decades.
Mercer County Comprehensive Plan Update (2006)
Adopted by the Mercer County Commissioners on April 27, 2006, this plan updated the County’s original 1995/1996 Comprehensive Plan and established a renewed vision focused on community development, economic growth, transportation planning, resource management, and preserving Mercer County’s rural character.
Mercer County’s original countywide Comprehensive Plan established a framework for creating communities that are attractive places to live, work, and play. Many of the goals and principles identified in this foundational document helped guide planning and development efforts throughout the County for years to come.
The Comprehensive Plan has incorporated many innovative techniques during the plan development process. Community indicators have been used to measure the community health and well being. Public involvement sessions have identified and prioritized community planning concerns and issues, as well as an updated vision for the future. The plan also incorporates a new Long Range Transportation Plan for Mercer County, as well as a Target Location Assessment for identifying potential economic development sites in Mercer County.
The Comprehensive Plan includes action strategies that touch on every aspect of community life in Mercer County. These strategies create an agenda for creating change and managing future growth in the County. The Plan also provides strategies for protecting our natural resources and preserving the rural character of the County.
