Meeting Minutes

Mr. Scott, Chairman, called the meeting to order at 7:30 p.m. A quorum was present. The Minutes of the January 18, 2000 meeting were approved as handed out with no additions, corrections, or deletions. The motion passed.

N E W B U S I N E S S

1. Modification Request – Robert P. & Darlene Swogger – Perry Township – Mr. Scott noted that this modification request is to Article IV, Section 407.2 regarding the 4 to 1 ratio requirement. Ms. Heldorfer stated that this modification request is prior to the subdivision and the subdivision has not been submitted to date. The owner of the property is Mr. Swogger and he would like to sell a small strip of property to his neighbor, Mr. Armour so that the property line will miss the drive. She noted that the lots are 100 feet wide at the road frontage and extend back about 700 feet. She also noted that these lots were created around the 1940’s and they never met the 4 to 1 ratio requirement. She noted that if they subdivide this small portion to Mr. Armour, then the Swogger property will be even smaller, therefore the reason for this modification request.

After a brief discussion, a motion was made by Mr. McCandless and seconded by Mr. Rollinson to recommend approval of this modification request to the 4 to 1 ratio requirement. The motion passed.

2. Rezoning Request – Borough of Grove City - Mr. Coxe reviewed this with the Committee. He noted that this rezoning request is along North Broad Street (Route 173) in the Borough. The owners of the property would like to rezone their current property from R-1 Residential Single-Family to CC-1 Central Commercial, which is the backside of the owners property, and a paper alley between the lots. A fact sheet was distributed to the members present which listed Permitted Principal Uses, Accessory Uses, Existing Conditions, Current and Surrounding Land Uses, etc., for the R-1 and CC-1 Districts. He noted that the proposed rezoning is abutted by Commercial on three sides, and the west side is abutted by Residential. He noted that buffer and screening requirements must be followed if this property is rezoned Commercial. He stated that Grove City Borough Planning Commission met on this issue, but no action was taken pending a recommendation from the MCRPC.

After some discussion, a motion was made by Mr. Leonetti and seconded by Mr. Rollinson to recommend approval of this rezoning request. The motion passed.

3. Modification Request – Village Park – Pine Township – Ms. Heldorfer reviewed this with the Committee. She noted that this modification request is for Parcel B of the Village Park Subdivision, Phase IV-B. She stated that these three lots are a minor subdivision, they are non-building lots and they are comprised of delineated wetlands and other drainage facilities before the subdivision. Each of the lots will be conveyed to the Irvin Wetlands Institute for the purpose of maintaining a wetlands and using them for education and general environmental open spaces. These properties could become part of the natural greenway system in the area. Parcel C includes an easement for the sewage facilities to be conveyed to Pine Township. The request for this modification is for the 4 to 1 width to depth ratio for Parcel B. Parcel B does not meet this requirement, as it is about 50 feet wide and approximately 1,000 feet long. She noted that because of the wetlands, there would be no opportunity for development and they are asking for a modification for a 4 to 1 for Parcel B. She noted that we received a Form B non-building waiver for these lots. She stated that the property would be taken care of by the Irvin Wetlands Institute.

After a brief discussion, a motion was made by Mr. Rollinson and seconded by Mr. McCandless to approve this modification request. The motion passed.
