Mr. Scott, Chairman, called the meeting to
order at 7:30 p.m. A quorum was present. A motion was made by Dr. Brenner
and seconded by Mr. McCandless to approve the Minutes of the June 20, 2000
meeting as mailed with no additions, corrections, or deletions. The motion
passed.
N E W B U S I N E S S
1. Final Plan – Creekside Estates -
Hempfield Township – Ms. Holm reviewed this with
the Committee stating that the preliminary plan was reviewed last month and
received conditional approval while awaiting the Township Engineer’s review.
Those conditions have been met and the plan is being presented this evening for
Phase 1 of the final plan. Phase 1 will include 23 lots along Canal and Troy
Drives. The final plan requirements of our ordinance have been met including
storm water management, sewer authority, and bonds for the completion of
infrastructure for this phase of the development. The developers have requested
a change to the road grades as proposed during the preliminary plan and the
Township has requested some additional time to decide upon this. This would
affect the construction of the road and however would not affect the layout of
the final plan, as either grading plan will meet our requirements. She also
noted that the final approval is conditional upon the Township’s review of the
proposed construction changes.
After brief discussion, a motion was made
by Mr. Price and seconded by Mr. Garrett to recommend approval of the final
plan for Creekside Estates contingent on Hempfield Township’s approval.
The motion passed with Dr. Brenner abstaining.
2. Modification Request - Stoney Brook –
Hempfield Township – Ms. Holm reviewed this with
the Committee noting that this plan is a continuation of another phase of Stoney
Brook Development in Hempfield Township which was begun around 1990 and is
essentially up the hill from Creekside Estates. She noted that three (3)
cul-de-sacs would need to be extended. The modification would be to Section
404.1(d) of our ordinance, which states that where a subdivision adjoins
unsubdivided acreage, streets or rights of ways shall be provided to the
boundary of the development. What they are proposing is extending the cul-de-sac
and putting lots around this cul-de-sac and leaving remaining lands to be
developed with the adjacent property. Our ordinance would require at least one
on those cul-de-sacs be extended through to the unsubdivided acreage and
possibly to the adjoining properties. She noted that the longest cul-de-sac is
approximately 1,000’, and the others are a little bit shorter. She also noted
that the road, if extended, would require crossing a stream and possible
wetlands.
After further discussion, a motion was
made by Mr. Rollinson and seconded by Mr. Hogan to recommend approval of this
modification request for the Stoney Brook Development. The motion passed
with Dr. Brenner abstaining.
3. Final Plan – Liberty Gait – Liberty
Township – Ms. Holm reviewed this with the
Committee noting that the preliminary plan for this subdivision was reviewed
last fall. The developer has been working on the completion of this project with
the Township, the base coat for the road has been laid and the bonds have been
acquired for the final topcoat. She noted that our final plan requirements have
been met with the exception of a satisfactory Storm Water Management Plan. The
developer’s engineer and the Conservation District are discussing this plan.
After brief discussion, a motion was made
by Dr. Brenner and seconded by Mr. Hoy to recommend approval contingent on a
Storm Water Management Plan, which is acceptable to the Mercer County
Conservation District. The motion passed.
4. Final Plan - Lucas Subdivision – Pine
Township – Ms. Holm reviewed this with the
Committee noting that the preliminary plan for this subdivision was reviewed
earlier this year and tabled until further information was provided. Sufficient
information has been presented to meet the requirements of the preliminary plan.
She noted that our final plan requirements have been met with the exception of a
satisfactory Storm Water Management Plan, which are required for final plan
approval. Pine Township also notes that prior to accepting the proposed street,
a zoning variance would be required of the owners due to their setback
requirement for the proposed street and the neighboring garage. It was noted
that the zoning variance has not been applied for yet since they consider this a
driveway. The Township is waiting for our approval and then the owners can apply
for the variance to create a Township road. It was also noted that the road
meets the specifications of the Township.
After discussion, a motion was made by Dr.
Brenner and seconded by Mr. Hoy to recommend preliminary plan approval and
final plan approval contingent upon the approval of the variance by Pine
Township and a Storm Water Management Plan that is acceptable to the Mercer
County Conservation District. The motion passed.
