Mr. Scott, Chairman, called the meeting to
order at 7:25 p.m. A quorum was present. Mr. Scott noted that the Minutes
of the November 20, 2001 meeting were mailed prior to tonight’s meeting and
there being no additions, corrections, or deletions, the Minutes stand approved
as mailed.

1. Traditional Neighborhood Development
Overlay Zone Amendment – City of Farrell – Mr.
Frank reviewed this with the Committee stating that the City of Farrell Planning
Commission requested a zoning amendment to allow for a Traditional Neighborhood
Development (TND) Overlay Zone that would allow a Steel City Terrace Hope VI
Redevelopment Project to occur and keep in character with surrounding
neighborhoods by allowing smaller setbacks, smaller lot sizes, street trees, and
pedestrian oriented development. He noted that there are currently three zoning
districts in the proposed Steel City Terrace redevelopment area, R-1, R-2 and I.
The TND Overlay Zone would be placed over the current zoning, which would be
bound on all sides by a public road or alley (one City block). The TND Overlay
Zone would follow the same review process as a Planed Residential Development. A
development would be a permitted use under a TND Overlay Zone and a two-plan
submission process (preliminary and final) would allow the City to review the
development and make sure it complies with the TND Overlay Zone requirements. He
noted that the staff was very pleased with this proposal as it ensures quality
development through design and plan review by both the City of Farrell Planning
Commission and the Farrell City Council.
A motion was made by Mr. Price and
seconded by Mr. Garrett to recommend approval of this Traditional
Neighborhood Development Overlay Zone Amendment. The motion passed.
2. Review Mercer County Subdivision and
Land Development Ordinance Draft – Mr. Frank
reviewed this with the Committee summarizing topics which were discussed at the
recent focus group meeting in November. (A copy is attached to the Minutes). He
also noted that the revised draft would contain items such as those listed in
our letter of December 11th, which is attached to the Minutes. Mr.
Puko stated that this Ordinance is at a point where the Commission believes they
are prepared, if the Committee finds it acceptable, to submit to the County
Commissioners to consider adopting this Ordinance.
A motion was made by Mr. Garrett and
seconded by Mr. McCandless to recommend approval of the Mercer County
Subdivision and Land Development Ordinance Draft to the Mercer County
Commissioners. The motion passed.
