Mr. Scott, Chairman, called the meeting to
order at 7:25 p.m. A quorum was present. Mr. Scott noted that the Minutes of the
October 18, 2001 meeting were mailed prior to tonights meeting and there
being no additions, corrections, or deletions, the Minutes stand approved as
mailed.

1. Preliminary Major Subdivision Plan
Milk Transport, Inc. Pine Township Mr. Frank reviewed this with
the Committee noting that Milk Transport, Inc., submitted a preliminary plan for
a Commercial Land Development. The site is located on the west side of Cranberry
Road, north of Grove City Borough and south of Gasper Road. Access to the site
is via Cranberry Road. The site is adjacent to an already existing trucking
facility owned by Milk Transport. There are single-family residences along
Cranberry Road with a few businesses scattered throughout. The property is zoned
R-1 (Rural Residential). Pine Township Zoning Hearing Board already granted a
variance to allow the property to be used following the same standards as an
Industrial (I) zone, but remain zoned Rural Residential (R-1). He noted that
this preliminary plan is approximately 47 acres and would be subdivided into
three industrial lots. Milk Transport would expand onto Lot 1 and Lots 2 and 3
would be for sale or lease. A proposed road would provide access to the three
lots. He also noted that the rear of Lot 3 is mainly wetlands that are mostly
wooded and unbuildable.
Mr. Frank noted that Lot 1 consists of
8.13 acres, Lot 2 consists of 5.16 acres, and Lot 3 consists of 33.05 acres and
contains the majority of the wetlands. The proposed road would have a 25
cartway width within a 50 right-of-way, and the road would contain an
18" bituminous concrete rolled wedge curb, 6" high. The Mercer County
Subdivision and Land Development Ordinance states that an industrial street
shall have a 28 cartway width. He noted that the Committee could either put a
condition on this that they put in a 28 cartway width or allow the cartway to
stay at 25. There is an existing 8" sanitary sewer line, which runs
along Cranberry Road. A proposed sanitary sewer line accessing the three lots
would connect into the existing line. A 24" storm water line would run
beneath the proposed road and carry storm water to a detention pond. Inlets
would be placed along the proposed road and connect to the main storm water line
with a 12" pipe. The detention pond would have a volume of 10,523 cubic
feet, with overflow being carried to the adjacent wetlands. There would be a 50
right-of-way that would include the proposed road, sanitary sewer facilities,
and storm water sewer lines. Also, 18" filter fences would be installed
around the road at the time of construction. Prior to final plan approval, we
would need evidence of the sewer approval, and if they tap-in to the water
system they would need approval from the municipal water authority, and approval
from the Township for the proposed road.
In discussion, Committee members showed
concern over why Pine Township Zoning Hearing Board granted the variance. Would
it apply for all three lots, or just for Milk Transport (lot 1)? Mr. Frank noted
that he did not have a copy of the variance granted by the Township. He also
explained that we are only looking for preliminary approval this evening.
A motion was made by Mr. Hogan and
seconded by Mr. Price to recommend approval of this preliminary plan for Milk
Transport with the condition that a 28 cartway width be installed and the
Committee receives variance details from Pine Township before final plan
approval. The motion passed.
2. Preliminary Major Subdivision Plan
The Homestead Hempfield Township Mr. Frank reviewed this with
the Committee noting that this preliminary plan is located on the north side of
the intersection of Methodist Road and Fredonia Road in Hempfield Township.
Gordon & Irvine Greenlee are owners of the property. The plan calls for 61
single-family residential lots on 41.594 acres to occur in six (6) phases with
completion expected in 5-10 years. He noted that this preliminary plan approval
would be for all six phases. A new road would provide access to the site from
both Methodist and Fredonia Roads and sanitary sewer would service the lots from
an existing line running along Fredonia Road. The property is zoned R-3
Multi-Family Residential. Surrounding land uses to the north are R-3
Multi-Family Residential and is a scattered single-family wooded area; to the
east would be R-3 and R-2 and is single-family residential and a new
neighborhood, which is under construction; to the south is zoned R-2 and R-3 and
is a scattered single-family vacant and wooded area; and to the west is zoned
R-3 and is single-family residential. He stated that all lots have 35 front
setback. The new road would have a 24 cartway width without curbs and would
have a 50 right-of-way. Water would be provided by on-lot systems. He also
noted that in the rear of some of the interior lots would be a 25 drainage
easement to allow for storm water runoff. Prior to final plan and construction,
we would need approval from the sewer authority and approval from the Township
for the new road.
After brief discussion, a motion was made
by Mr. Price and seconded by Mr. Faull to recommend approval of this preliminary
plan for The Homestead for all six phases. The motion passed.

conduct, the meeting adjourned at 8:00 p.m.
