Mr. Scott, Chairman, called
the meeting to order at 6:44 p.m. A quorum was present. Mr. Scott noted
that the Minutes of the September 17, 2002 meeting were mailed prior to
tonights meeting and there being no additions, corrections, or deletions,
the Minutes stand approved as mailed.
N E W B U S I N E S S
1. Modification Shenango
Township Mr. Frank reviewed this
with the Committee noting that Lawrence Milly and John Bohach are owners of
about 58 acres, which is located on Maple Grove Road, west of Bedford Road and
southwest of West Middlesex Borough. The applicants would like to subdivide
their property into 50 Single-Family Residential dwelling units. The lot is
wooded and contains one 50 access strip to Maple Grove Road with no other
frontage or access to the property. The lot has the required 50 access
strip, however, if this lot is developed, it can only be done so using a
cul-de-sac of greater than 1,000, with no other outlet. The result would
create an average of 500 vehicles trips per day utilizing this cul-de-sac. He
stated that the Mercer County Subdivision and Land Development Ordinance
states that a cul-de-sac shall not be greater than 1,000 feet in length and
shall not exceed an average of 250 vehicles per day. The applicants are asking
for two modifications: 1) to allow a cul-de-sac to be greater than 1,000 feet,
and 2) to allow more than 25 Single-Family Residential dwelling units to
access this cul-de-sac.
Mr. Frank noted that when a
plan shows possible future extensions of neighboring properties, which if
neighboring properties were developed, there would be a second access into
Maple Grove Road. Mr. Frank also stated that as neighboring properties are
developed, the cul-de-sac would not be permanent; there would be additional
access ways. The owners of the property showed aerial photos of this property
and also stated that they received a letter from the Township stating that
Township sewers would service all this property.
A motion was made by Dr.
Brenner to recommend conditional approval of this modification. The condition
being that the plan show future extensions with the intent that if neighboring
properties are developed, this development can tie into adjacent developments,
thereby creating an additional access way. Mr. McAdams seconded. The
motion passed 6-2, with Mr. McCandless and Mr. Price voting no.
2. Jamestown Borough Zoning
Ordinance Mr. Frank stated that he
had been working with officials from Jamestown Borough on a new Zoning
Ordinance and they would like to hold a public meeting on their Zoning
Ordinance on November 12, 2002, with a public hearing in December. He
distributed a summary packet to Committee members, which highlights the Zoning
Ordinance. Four (4) zoning districts would be created: Rural Residential
(R-1) Zoning District which would promote and allow for open space,
recreational facilities, low density single-family residential, manufactured
and mobile home parks and agricultural operations as found primarily on the
outskirts of the Borough; Village Residential (R-2) Zoning District
which would promote and allow for medium density mixed-use neighborhoods
similar to the existing older neighborhoods of Jamestown Borough with
buildings oriented towards the sidewalk; Village Business (B-1) Zoning
District which would promote and allow for a medium density mixed-use
business district to match the existing downtown character of Jamestown
Borough with small businesses and residences oriented to the sidewalk,
creating a walkable downtown area that is attractive to visitors and tourists;
and General Business (B-2) Zoning District which would promote and
allow for light industrial uses, larger commercial establishments and other
uses that are less desirable in other zoning districts. He also noted that
there would be some regulations on Signs, mostly in the R-2 and B-1 zones and
there would be some regulations on Parking in the B-1 zone. He also noted that
there would be some regulations regarding Landscaping.
A motion was made by Mr.
McCandless to recommend approval of Jamestown Borough Zoning Ordinance. Mr.
Garrett seconded. The motion passed.

business to conduct, the meeting adjourned at 7:13 p.m.
