Mr. Scott, Chairman, called the meeting to order at 7:32 p.m. A quorum was present. Mr. Scott noted that the Minutes of the June 18, 2002 meeting were approved as read with no additions, corrections, or deletions.

N E W B U S I N E S S

1. Final Plan – Summit Estates Mobile Home Park – Phase I – West Salem Township – Mr. Frank reviewed this with the Committee noting that the Preliminary Plan was reviewed and approved by this Committee back in February 2002. This site is located in West Salem Township, just southwest of the intersection of Route 358 and Summit Road. Access to the site is via Summit Road, a Township Road with a 19’ cartway width within a 50’ right-of-way. The proposed mobile home park will connect into an existing adjacent mobile home park to the north. He stated that there is no zoning in West Salem Township. He also noted that this mobile home park would consist of 13.91 acres.

The applicant has decided to divide the Final Plan into two phases, Phase I is the Final Plan which would be reviewed this evening. He noted that the preliminary plan came in as the entire mobile home park for 47 lots. Phase I of the mobile home park will consist of 26 of the 47 lots. Phase I will include the construction of Grant Street and will connect into the existing mobile home park and provide access to Summit Road. An 8" sanitary sewer line will be extended from the existing sewage treatment lagoon. The Department of Environmental Protection has approved the sanitary sewer facilities. Several 15" storm water lines will carry storm water runoff from the streets to the storm water detention pond, which will be constructed towards the rear of the mobile home park. The Storm Water Management Plan meets all requirements of the Mercer County Subdivision and Land Development Ordinance and has been approved by the Mercer County Conservation District. The road, sewer and water lines have not been constructed yet. The engineer, Dan Weimer, delivered a bond posting insurance for the construction of the road, sewer and water lines for Phase I. Mr. Frank noted that our Solicitor, prior to signing off the plan, would review this bond.

A motion was made by Dr. Brenner and seconded by Mr. Garrett to recommend approval of the Summit Estates Mobile Home Park – Final Plan – Phase I. The motion passed.

2. Final Plan – Hemlock Mobile Home Park – Phase II – Wolf Creek Township – Mr. Frank stated that the Preliminary Plan for Hemlock Mobile Home Park was shown in a series of phases and was approved by this Committee on July 16, 1996. The Final Plan for Phase I, consisting of 11 lots, was approved by the Planning Commission on November 25, 1997, and that phase has since been completed. The previous owner of Hemlock Mobile Home Park passed away and the new owners, David & Patricia Piela, have taken over this Mobile Home Park and want to continue with the Final Plan. This evening, we will review the Final Plan for Phase II of the Hemlock Mobile Home Park.

The site is located in Wolf Creek Township, north of I-80 and west of Centertown Road. Access to the site is via Hemlock Road, a Township Road with a 13’ gravel cartway width within a variable right-of-way. The Final Plan for Phase II consists of the construction of a new road to access Hemlock Road and would consist of 20 mobile home lots. Each mobile home lot would have an area to provide for 2 off street parking spaces. The Final Plan for Phase II also calls for the construction of sanitary and storm sewers and water lines to access the mobile home lots. An existing water treatment system on the site would provide service to the proposed mobile home lots in Phase II. A 2" water line is proposed to service mobile home lots in Phase II. Also, an existing sewage treatment plant on the site would provide service to the proposed mobile home lots in Phase II. A 6" sanitary sewer line is proposed to service mobile home lots in Phase II. The PA Department of Environmental Protection has approved the sanitary sewer facilities. Storm water sewer lines will carry storm water from the roads and parking areas to a nearby creek. The Storm Water Management Plan meets all the requirements of the Mercer County Subdivision and Land Development Ordinance and has been approved by the Mercer County Conservation District. Mr. Frank also noted that the owners delivered a bond posting insurance for the construction of the road and sanitary and storm sewers and water lines to access the 20 mobile home lots and again this would need to be reviewed by our Solicitor prior to signing off the plan.

A motion was made by Mr. Garrett and seconded by Mr. Rollinson to recommend approval of the Hemlock Mobile Home Park – Final Plan – Phase II. The motion passed.

3. Final Plan – The Homestead – Hempfield Township – Mr. Frank reviewed this with the Committee noting that the Preliminary Plan was reviewed and approved by this Committee back in November 2001. This site is located in Hempfield Township, just northwest of the intersection of Fredonia and Methodist Roads. This is a single-family development that is zoned R-3, Multi-Family Residential. The final plan approval would be for the entire Homestead Subdivision. The completed development would contain 41.594 acres, with 61 single-family residential lots. An existing 8" sanitary sewer line runs along Fredonia Road. The plan calls for a 10" sanitary sewer line along Fox Street, which would connect into the existing line along Fredonia Road, and then 8" throughout the remainder of the development. He stated that there are new roads to be constructed and would have interior cul-de-sacs with a reserved right-of-way for future extensions to adjoining properties. Water would be provided by on-lot systems. Drainage easements to the rear of some interior lots and within the right-of-way would control storm water. Drainage ditches would carry storm water into existing highway drainage ditches along Fredonia and Methodist Roads. Storm water reports have indicated that runoff created after construction would not differ much from that of existing runoff conditions. The Mercer County Conservation District has approved the Storm Water Management Plan.

Mr. Frank noted that the bond issue is still to be resolved. He informed the property owner that we would need conditional approval showing evidence of financial security and likewise have our Solicitor approve the bond. Also, one other condition is being requested of the engineer, and that is to move the temporary turnaround to the end of Fox Street, so that future extensions could still be extended to neighboring properties.

A motion was made by Mr. Rollinson and seconded by Mr. Price to recommend approval of The Homestead Subdivision with the condition that they show evidence of financial security and move temporary turnaround to the end of Fox Street. The motion passed.

4. Zoning Ordinance/Subdivision and Land Development Ordinance Amendments – City of Hermitage – Mr. Frank reviewed the proposed amendments for landscaping and site development standards to the City’s Zoning Ordinance/Subdivision and Land Development Ordinance with the Committee. He stated that the City had received some concerns/complaints about the current land development ordinance. The City formed a subcommittee to look at these issues and to listen to local business owners and residences to see what changes might be feasible.

He stated that the subcommittee recommended creating separate standards for Major Land Developments, Minor Land Developments and Industrial Land Developments. Major Land Developments would be for any new construction, any size; Minor Land Developments would be for any addition to any building already existing; and Industrial Land Developments would be for any development with Industrial uses involved.

Mr. Rollinson complemented Marcia Hirschmann and her staff for all of their time and hard work in creating these standards.

A motion was made by Mr. Rollinson and seconded by Mr. Price to recommend approval of the proposed amendment for landscaping and site development standards. The motion passed.
