Mr. Scott, Chairman, called the meeting to
order at 7:30 p.m. A quorum was present.
N E W B U S I N E S S
1. Review of Draft Revised Mercer County
Subdivision and Land Development Ordinance – The
Committee reviewed Article IV of the draft. Mr. Puko noted that it contains
several revisions and new provisions not previously included in the ordinance.
New provisions include: 1) a net lot density provision which treats wetlands,
steep slopes, and other constrained lands as undevelopable land; and 2) creation
of 3 separate "neighborhood" classifications in which street, curb,
and sidewalk requirements are different.
The Committee was generally comfortable
with the changes and new provisions. Most of the discussion involved standards
for Type III Subdivisions, the most "urban" of the neighborhood
classifications. Regarding curbs, the Committee suggested that the regulations
should offer a choice of type of curb, provide a spec for each type, and include
provisions for ADA accessibility. Regarding sidewalks, the Committee agreed with
a suggestion by Mr. Frank that sidewalks be required within 1,000 feet of a
school or community park. Regarding street trees, the Committee provided the
most scrutiny, noting that shade trees create problems with leaves, have
difficulty surviving road salt, and are not favored by utilities. The staff and
consultant will check with Penn Power and with regional urban forester Scott
Sjolander for suggestions.
The Committee also questioned the
interpretation of the water and sewer connection requirements. The staff and
consultant will clarify and revise said sections. Article V will be reviewed at
the upcoming regular Committee meeting on July 17th.
