Mr. Scott, Chairman, called the meeting to order at 7:30 p.m. A quorum was present. Mr. Scott noted that the Minutes of the April 16, 2002 meeting were mailed prior to tonight’s meeting and there being no additions, corrections, or deletions, the Minutes stand approved as mailed.

1. Final Plan - New England Estates – 37 lots - Pine Township – Mr. Frank reviewed this with the Committee noting that last August, a modification was granted by the Zoning & Subdivision Review Committee and MCRPC to allow Staffordshire Drive to have a cul-de-sac distance of greater than 1,000’ feet. New England Estates contains 37 lots for single-family residences, which would all be serviced by pressurized public sanitary sewer. There is an existing public sanitary sewer system in place in the Glenora Heights development to the east of this site. Two 10’ easements would allow for sanitary sewer extensions from Glenora Heights. He noted that water would be provided by on-lot systems. The Storm Water Management Plan meets the requirements of the Mercer County Subdivision and Land Development Ordinance. Asphalt wedge curbs would guide storm water to culverts throughout the development. Culverts would then direct the storm water to existing wetlands on the site. Staffordshire Road would have a 20’ cartway width, with asphalt wedge curbs. Thirty-three (33) lots would front on Staffordshire Drive, which would have a 75’ setback. Three (3) of the lots front on Irishtown Road and would have a 100’ setback. One (1) lot is a flag lot and has a 25’ access strip to Irishtown Road. The sewer would extend to these lots fronting on Irishtown Road. Pine Township has granted a variance to allow some of the lots to be less than the required 25,000 square foot minimum lot size.

Mr. Frank indicated that there would be two 10‘ easements between New England Estates and Glenora Heights to provide sanitary sewer connections between the two. He noted that the only condition that would be placed on this final plan would be that the letter of credit should be modified to include Mercer County as a beneficiary, in addition to Pine Township.

In discussion, it was noted that a letter of credit from First National Bank of Slippery Rock has indicated that Filer Plumbing, Heating & Construction has solidified sufficient funds (115% of the construction costs) to finish the proposed improvements. Also, the Pine Township Fire Chief had indicated that adequate fire coverage could be provided to this subdivision. A motion was made by Mr. Hogan and seconded by Mr. Price to recommend conditional approval of Final Plan with the condition that Mercer County be added to the Letter of Credit (as a beneficiary). The motion passed.

2. Final Plan – Summit Estates Mobile Home Park – West Salem Township – Mr. Frank noted that this item would be postponed due to incomplete final plan submission.
