Mr. Scott, Chairman, called the meeting to
order at 7:30 p.m. A quorum was present. Mr. Scott noted that the Minutes
of the April 17, 2001 meeting were mailed prior to tonight’s meeting and there
being no additions, corrections, or deletions, the Minutes stand approved as
mailed.
N E W B U S I N E S S
1. Preliminary Plan – Country Village
Estates – Lots 166-170 and two replatted lots plus new streets and utilities
– Hempfield Township – Mr. Puko reviewed this
with the Committee noting that this preliminary plan of Gerald Fry is for 5 new
lots and 2 replatted lots located in Hempfield Township near the Greenville
Plaza. He noted that this subdivision includes construction of two new streets
and public water and sewer would serve these lots. He noted that Hayfield Road
would serve as a temporary turnaround with the potential to continue on and open
up other future properties, which Mr. Fry owns. All lots conform to the
requirements of the Hempfield Township Zoning Ordinance, streets and utilities
meet the requirements of the Mercer County Subdivision and Land Development
Ordinance, with one minor adjustment in the street specs. Mr. Fry will need to
submit additional water system construction details and documentation of
approvals by the Township for all of the utilities, in order to gain
authorization to construct streets and utilities prior to the final plan. It was
noted that the Storm Water Management Plan is not required until final plan.
A motion was made by Mr. Price and
seconded by Mr. Garrett to recommend approval of this preliminary plan with
further authorization to construct the road and utilities contingent upon
receipt of the additional construction details and approvals. The motion
passed.
2. Zoning Ordinance Map Amendment -
Rezoning Requests – Otter Creek Township – Mr.
Gracenin reviewed this with the Committee noting that two property owners in
Otter Creek Township requested rezoning two properties at different locations
from R-1 Agricultural-Residential to B-1 Business-Highway. One would be along
the north side of Hadley Road and the other along both sides of Donation Road
near the Township’s southern border. The amendment addresses requests of two
of the property owners plus requests from the Township itself and extends the
existing business zone. He stated that these two rezoning requests fit in with
the types of uses permitted in the B-1 Business-Highway District. He noted that
Otter Creek Township’s Zoning Ordinance is unique, in that they do allow
residential within their business district.
A motion was made by Mr. Hogan and
seconded by Mr. Rollinson to recommend approval of the two rezoning requests.
The motion passed.
3. Preliminary Plan – Filer Plumbing,
Heating & Construction, Inc. – Lots 1-38 plus a new street and utilities
– Pine Township – Mr. Puko reviewed this with
the Committee noting that this subdivision is located off of Irishtown Road and
would be for 38 lots and a new street and public sewers on 27-acres. The
developer is proposing a looping street system that would leave Irishtown Road,
go into the property and come back to Irishtown Road, which would open up 38
lots for development. After reviewing the preliminary plan, it was noted that
the street meets construction requirements except in areas has less than the 1%
minimum slope required in the County Subdivision Ordinance, which could be
corrected in a form of a modification.
It was also noted that the lots, with the
exception of 6, meet the requirements of the Pine Township Zoning Ordinance.
Size lots are smaller than the minimum lot area.
Mr. Straub, the developer requested a
modification of the 1% slope requirement because of the extreme flatness of the
land and the ability to handle drainage without using fill to create a slope.
A motion was made by Mr. Price and
seconded by Mr. Garrett to recommend approval of the modification request for
less than 1% slope requirement on the road. The motion passed.
A motion was made by Mr. Hogan and
seconded by Mr. Faull to recommend approval of the preliminary plan with the
understanding that Township zoning approval will be needed of the 6 lots with
less than required lot area. The motion passed.
4. Zoning Ordinance Map Amendment -
Rezoning Request – Borough of Grove City – Mr.
Coxe presented a request to rezone a small lot on West Main Street in the
Borough from R-1 Residential Single-Family to HC Highway Commercial. He noted
that the property in question and adjacent property owned by the Borough are
zoned Residential, while properties in the Borough and Pine Township are zoned
Commercial and the West Main Street corridor in general is zoned Commercial. He
noted that the Grove City Borough Planning Commission had reviewed this rezoning
request and recommended that all of the Borough property be rezoned to Highway
Commercial. Grove City Borough Planning Commission forwarded this rezoning
request to Grove City Borough Council for their review and approval.
A motion was made by Mr. Rollinson and
seconded by Mr. Price to recommend approval of this rezoning request with the
additional recommendation that the Borough owned property be also rezoned to be
uniform with the surrounding area. The motion passed.
