Mr. Scott, Chairman, called
the meeting to order at 6:30 p.m. A quorum was present. Mr. Scott noted
that the Minutes of the March 18, 2003 meeting were mailed prior to tonight’s
meeting and there being no additions, corrections, or deletions, the Minutes
stand approved as mailed.

1. Zoning Ordinance Text Amendment –
City of Hermitage – Mr. Puko explained that
we received a request from the City of Hermitage to change the current front
setbacks of 50 feet in the Central Commercial (CC-1 & CC-2) district, 60
feet in the Institutional (IN and IN-2) district, and 90 feet in the Highway
Commercial (HC) district to 25 feet. He noted that the City of Hermitage
provides the front setback to be measured from the future right-of-way. There
are many streets in Hermitage where the future right-of-way defined is greater
than the legal right-of-way. Reducing setbacks would allow businesses to
locate closer to the street, making the developments more aesthetically
pleasing by making the buildings the focus of the street instead of the
parking lots. By reducing these setbacks, new businesses can come into
existing shopping plazas, bringing new life into some of the older plazas,
whose expansive parking lots are rarely used to full capacity. This allows for
denser commercial development in the commercial centers, instead of commercial
activity spreading out into undeveloped or residential lands throughout the
City.
A motion was made by Mr.
McCandless and seconded by Dr. Brenner to recommend approval of the
proposed zoning text amendment. The motion passed.
