Mr. Scott, Chairman, called the meeting to
order at 7:30 p.m. A quorum was present. Mr. Scott noted that the Minutes
of the March 19, 2002 meeting were mailed prior to tonight’s meeting and there
being no additions, corrections, or deletions, the Minutes stand approved as
mailed.

1. Zoning Ordinance Text Amendment –
Findley Township – Mr. Frank reviewed this with
the Committee noting that Findley Township would like to amend their Zoning
Ordinance, Section 502.10, Wireless Telecommunications Facilities, with a
section that includes more extensive provisions for such facilities. Some
examples of the amendments are as follows: 1) require the applicant to conduct a
visibility test, noting on a map all locations where the wireless communication
facility could be seen; 2) require the applicant to conduct a balloon text in
which a balloon would be raised at the site of the proposed tower and extend to
the height of the proposed tower, showing the visible impacts the tower would
have; 3) include a priority list that applicants for a Wireless Communications
Facility shall follow, and place the proposed facility with the highest priority
on existing towers or structures, Township owned properties and on other
properties; 4) Findley Township would be allowed to hire a consultant to assist
in the review of the proposed facility; 5) Findley Township would be required to
hold a public hearing and that all property owners within 1,500’ of the
proposed facility be notified; and 6) require all Wireless Communications
Facilities be recertified by the Township every five (5) years. He also noted
that this amendment would be reviewed and voted on at the Findley Township Board
of Supervisors meeting scheduled for May 1, 2002.
After some discussion, a motion was made
by Mr. Garrett and seconded by Mr. McAdams to recommend approval of the
Zoning Ordinance Text Amendment. The motion passed.
2. Planned Residential Development –
Tentative Plan – Eagle Point Condominiums – City of Hermitage
– Mr. Frank reviewed this with the Committee noting that this PRD in located
south of Sample Road and east of the Eagle Point North and Deer Path
Developments. Access to the site is via Sample Road and Lori Lane (Eagle Point
North). The area is mainly low-density single-family residential and open space.
The site consists of 59.36-acres, currently zoned R-1-100, Single-Family
Residential, of which 42.45-acres will be subdivided for the PRD and the
remaining 16.91 acres will remain as a single-family lot, zoned R-1-100. The PRD
will be built in two phases totaling 103 units. Phase 1 will consist of 32 units
and Phase 2 will consists of 71 units. The development will include a mix of 1
and 2 story duplex condominiums, with 5 single units scattered about, consisting
of 2 or 3 bedrooms per condominium. The development will contain 16.4-acres of
improved common open space, including walking trails and a community building.
The open space will also serve as a buffer between the PRD and abutting
properties and developments. All proposed roads throughout the PRD would be
private. Proposed roads would access the PRD from Sample Road to the north and
Lori Lane to the west. The remaining single-family lot would have access via an
easement through the PRD and Fran Lane to the west. Each unit will access a
driveway, where off street parking would be provided. Water and sewer lines will
connect into an existing water and sewer line in Eagle Point North, to the west
of the property, and would extend throughout the PRD to access each condominium
unit.
Since the City of Hermitage has their own
Zoning Ordinance and Planning Commission, they are responsible for approving
this plan. But, since this is a PRD, this is the only type of subdivision from
Hermitage that MCRPC does review and make a recommendation. The City of
Hermitage Planning Commission recommended tentative approval of this PRD with
the condition that six items be addressed. Mr. Frank stated again that this is
only a Tentative Plan. There would be two more plan stages, the Preliminary Plan
and Final Plan stages.
After some brief discussion, a motion was
made by Mr. Rollinson and seconded by Mr. Hogan to recommend approval of the
Tentative Plan for Eagle Point Condominiums – PRD with the condition that the
six items be addressed per the City of Hermitage’s recommendation letter. The
motion passed.
3. Other Business
– Mr. Frank showed Committee members the final plans for the Steel City
Terrace Hope VI Project.
