Meeting Minutes

Mr. Scott, Chairman, called the meeting to order at 7:30 p.m. A quorum was present. Mr. Scott noted that the Minutes of the December 13, 2005 meeting were mailed prior to tonight’s meeting and there being no additions, corrections, or deletions, the Minutes stand approved as mailed.

N E W B U S I N E S S

1. Map Amendment - Shenango Township - Mr. Dash explained that he received a request from Shenango Township to rezone approximately 70 acres from Residential Agricultural (R-1) to Residential Medium Density (R-2). He stated that this was part of a rezoning that MCRPC approved in July 2005. Apparently when this went for a public hearing at the Township, some residents expressed displeasure of having their property rezoned towards Longview Road, but were okay with other parts of the rezoning. The property is located on Spangler Road to Longview Road, between I-80 and the Hermitage/Shenango Township border. This rezoning is being requested to allow for residential development to occur in this area, which the majority of the area is served by public sewer. He noted that after review by MCRPC staff, it was felt that it met the zoning amendment review criteria and the staff would recommend approval of the rezoning request from R-1 to R-2.

In discussion, Mr. Gilliland, Shenango Township Supervisor, explained that this area is served by on-lot sewers and the Township Supervisors are all in support of this rezoning. Mr. Garrett asked about the changes in use from R-1 to R-2. Mr. Dash stated that the R-2 district permits two-family and multiple dwellings. Mr. Hughes asked what the difference was in lot sizes. Mr. Leali explained that the minimum lot size would be 150’ frontage under the R-2 and under the R-1 the frontage would be 100’. Mr. Gilliland stated that the residents that were at the Township public hearing last week were all in favor of this rezoning. Mr. Leali explained that this rezoning is being requested to allow for residential development to occur in the area, which is serviced by public sewer, at a density that is not allowed in the Residential Agricultural (R-1) district. Mr. Dash stated that the difference in lot sizes goes down from 32,000 square feet to 20,000 square feet and the lot width goes down from 150’ to 100’ for Single-Family Residential Dwellings. If you have Two-Family or Multiple Dwellings, the lot width is 150’ in the R-2 District.

After discussion, a motion was made by Mr. Garrett to recommend approval of this rezoning request from R-1 to R-2. Mr. McCandless seconded. The motion passed.

2. Preliminary & Final Plan Approval – Country Estates, Lots #173-177 – Hempfield Township – Mr. Dash explained that this item is being tabled due to an incomplete submission. He noted that after his review, a comment letter was mailed explaining what is missing. He also reviewed the plan briefly with Committee members. No action was needed.

3. Preliminary Plan Approval – Martin Subdivision, Lots #1-20 – Sandy Lake Borough – Mr. Dash explained that this item is being tabled due to an incomplete submission. He noted that after his review, a comment letter was mailed explaining what is missing. He also reviewed the plan briefly with Committee members. No action was needed.

4. Other Business – Mr. Dash explained that it is time to reorganize the Committee by appointing or reappointing officers. He noted that Jim Rollinson chose not to be reappointed to the local planning commission from the City of Hermitage. He noted that Sam Scott is currently Chairman and Jim Rollinson was Vice-Chairman. Mr. McCandless made a motion to recommend keeping Sam Scott as Chairman. Mr. Garrett seconded. Mr. McCandless next made a motion to appoint Larry McAdams as Vice-Chairman. Mr. Garrett seconded. The motion passed.

ADJOURNMENT

There being no further business to conduct, the meeting adjourned at 7:50 p.m.
