Mr. Scott, Chairman, called the meeting to order at 7:30 p.m.
A quorum was present. The Minutes of the April 20, 1999 meeting were approved
with no additions, corrections or deletions. The motion passed.
N E W B U S I N E S S
1. Preliminary Plan – Forrest Brooke West Mobile Home Park
– Phase I – Lackawannock/Jefferson Townships
– Ms. Enck reviewed this
with the Committee. She stated that the plan for the mobile home park was
reviewed according to the Mercer County Subdivision and Land Development
Ordinance, Article VII, Mobile Home Park Regulations. She stated that
Lackawannock Township has no zoning, and Jefferson Township has their own
Subdivision Regulations and Zoning Ordinance, which will require their review
according to their Regulations. She stated that overall the entire project is
for 156 lots. This evening, the developer is requesting preliminary approval of
66 lots (Phase I). Out of these 66 lots, 50 lots are in Lackawannock Township
and 16 lots are in Jefferson Township. The 16 lots in Jefferson Township are
zoned "B-2", and these lots are situated at the front of this plan.
Ms. Enck stated that the plan includes a general layout for
the entire site and detailed plans for Phase I. She also reviewed the permits
that would be required prior to completion of a final plan. In discussion, a
request was made to show the required severe weather structure and temporary
turn-around. She also stated that there are some wetlands on the site. A
question was asked of the clear site line from the exit onto Route 62. She
stated there is a permit pending through PennDOT and there is some question that
the drive is not coming in at a 90-degree angle. A question was raised if a
temporary turn around would be provided for emergency vehicles for Phase I? Mr.
Winslow stated that some type of turn around would be installed so emergency
vehicles would be able to maneuver.
After brief discussion, a motion was made by Mr. Price and
seconded by Mr. McCandless to recommend approval of this preliminary for Phase I
of Forrest Brooke West Mobile Home Park. The motion passed.
2. Robert L. Batteiger Subdivision – Lot #4 – West Salem
Township – Modification Request of the 4 to 1 lot width to depth ratio –
Ms. Heldorfer reviewed this proposed modification with the Committee. She noted
that the lot is being created by adding a parcel to an existing lot, which will
create a non-conforming lot. She stated that there are no solutions to form the
lot to meet the 4 to 1 ratio.
After brief discussion, a motion was made by Mr. Price and
seconded by Mr. Hogan to recommend approval of this modification. The motion
passed.
3. Curative Amendment to the City of Hermitage Zoning
Ordinance relating to Billboards – City of Hermitage – Mr. Gracenin
reviewed this proposed curative amendment to the sign section of the Hermitage
Zoning Ordinance with the Committee. Mr. Gracenin did state that once the City
has enacted this curative amendment, they couldn’t enact another curative
amendment on their zoning ordinance for a three-year period. He stated that by
enacting the amendment, Hermitage would reaffirm the validity of the ordinance.
The curative amendment would allow billboards to be placed in the light and
heavy industrial districts as a conditional use.
After brief discussion, a motion was made by Mr. Sabo and
seconded by Mr. Rollinson to recommend approval of this curative amendment. The
motion passed.
Other Business
Mr. Gracenin explained that the Commission received yesterday
a proposed amendment to the Shenango Township Zoning Ordinance. This
amendment would effect building heights in the B-1 zoning district from the
existing 40’ maximum up to 60’. The professional staff at the MCRPC asked
the Committee that this amendment be tabled in order to allow the professional
staff time to fully prepare a presentation for the full Commission. Mr. Gracenin
asked those in attendance if they would like to make a comment. Mr. Michael
Panariello, a resident on Executive Court, off Route 318, said that when he
purchased his property the original plan was for a small, up-scale neighborhood.
He now is stating his concerns over this proposed amendment to the Zoning
Ordinance and particularly the current location of the road and cul-de-sac. Mr.
Price asked Mr. Gracenin if he could have a schematic of this for next weeks
meeting and to also invite Mr. Panariello to next weeks meeting to make his
presentation. A motion was made by Mr. Price and seconded by Mr. Hogan to
recommend tabling this request until next week. The motion passed.
ADJOURNMENT
There being no further business to conduct, the meeting
adjourned at 8:35 p.m.
