Meeting Minutes

Mr. Scott, Chairman, called the meeting to order at 7:30 p.m. A quorum was present. A motion was made by Mr. Rollinson and seconded by Mr. Price to approve the Minutes of the May 18, 1999 meeting as mailed with no additions, corrections or deletions. The motion passed.

N E W B U S I N E S S

1. Final Plan – Betz Major Subdivision Plan – Hempfield Township – Ms. Holm reviewed this with the Committee. She stated that this is a major subdivision plan due to the sewer line extension (3 additional manholes). She stated that the Township has accepted and approved the sewer system. She noted that there are five residential lots and 1 adjoiner, which meet the local zoning, and the requirements of the Mercer County Subdivision and Land Development Ordinance. The engineer made a small correction to the plan, and assuming that the lot closes, the plan is complete. In discussion, it was noted that this subdivision is on a State Road and that prior to building, they would need to obtain permits from PennDOT for the driveways. A question was raised about the adjoiner lot? Ms. Holm stated that this lot is not a building lot, but an adjoiner to the neighboring property, which is roughly 1/10 of an acre.

After brief discussion, a motion was made by Mr. Rollinson and seconded by Mr. Sabo to recommend approval of this final plan for Betz Major Subdivision Plan. The motion passed.

2. Preliminary Plan – Glenn Lake Estates Mobile Home Park Expansion A-42-56 – Pine Township – Ms. Holm reviewed this preliminary plan with the Committee. She noted that this is an expansion of an existing mobile home park, which is located along Route 208. She also stated that there is a large lake on the site. She noted that because this is a preliminary plan, the owner is looking for approval this evening for the street and lot layouts and also for sewer and water (which they could begin installing). Ms. Holm also stated that some items that are being discussed now are the storm water management and an emergency structure, which is generally required with a mobile home park. It was noted that there are wetlands, but they are located in another area of the property and would not be disturbed by this subdivision.

After brief discussion, a motion was made by Mr. Hogan and seconded by Mr. McCandless to recommend approval of this preliminary plan for Glenn Lake Estates Mobile Home Park Expansion. The motion passed with Mr. Brenner abstaining.

3. Rezoning Request - City of Hermitage – Mr. Gracenin reviewed this proposed amendment to allow as a permitted use the building of Personal Storage Units in the Light/Heavy Industrial Zones with the Committee. Mr. Gracenin noted that the City defined Personal Storage Units as a building or group of buildings containing storage units or spaces intended to be rented or leased individually to persons and/or businesses for storage of their belongings and/or vehicles. He stated that Hermitage would require: 1) all driveways and parking spaces shall be paved; 2) a buffer of trees shall be planted in addition to other screening requirements that may be applicable to the use; 3) fencing will only be required if storage is outside of the structure; and 4) lighting shall be provided for security and safety on the site.

After brief discussion, a motion was made by Mr. McCandless and seconded by Mr. Hogan to recommend approval of allowing as a permitted use the building of Personal Storage Units in the Light/Heavy Industrial Zones. The motion passed.

4. Rezoning Request – Jefferson Township - Ms. Holm reviewed a proposed map amendment with the Committee. She noted that this would extend the existing B-2 Business Highway Service District located along the east side of Valley Road to be extended 1,000’ to the south from Grove Road to the site of an old sand and gravel quarry. Depth of the area shall be 500’ from the road. The Township requested this map amendment. They have reviewed this proposal and consider it to be appropriate for their community. The area currently has one "home occupation". She also noted that this proposed amendment would be an extension of existing zoning into an area with similar uses already in place. Some residential uses are located nearby, although not immediately adjacent. She noted that as far as infrastructure, there is existing street frontage for this site, but there is no sewer or water available anywhere in the Township.

After brief discussion, a motion was made by Mr. Price and seconded by Mr. Hogan to recommend approval of this rezoning request for 1,000 feet of frontage along Valley Road at a depth of 500’. The motion passed.

 

5. Modification Request – Argo Property – Worth Township – Ms. Heldorfer reviewed this with the Committee. She stated that this subdivision is one lot (150-acres) and is landlocked and there are a couple gentlemen who would like to purchase this property and subdivide it, but they have no access. She noted that they tried to get a right-of-way from Mr. Amman and Mr. Wareham. They would only agree to a right-of-way of 20’ on Wareham’s property to the property line. She stated that we have a copy of the right-of-way agreement, but they are requesting a modification to the 50’ requirement for this parcel to be subdivided. She noted that the original subdivision has been approved by DEP for an on-lot septic system. Mr. McIntire, explained their failed attempts made to acquire the necessary 50’ for the right-of-way from adjacent property owners and their intended use of the property and ability to purchase as a single parcel. Mr. McConnell of Worth Township spoke on behalf of those purchasing this property and the requested modification.

After brief discussion, a motion was made by Mr. Sabo and seconded by Mr. Rollinson to recommend approval of this modification request. The motion passed with Mr. Price voting to deny the modification.
