Mr. Scott, Chairman, called the meeting to order at 7:35 p.m.
A quorum was present. A motion was made by Mr. McCandless and seconded by Mr.
Rollinson to approve the Minutes of the January 19, 1999 meeting with no
additions, corrections or deletions. The motion passed.
N E W B U S I N E S S
1. Wynfield Plan Phase I Final Plan Wilmington
Township Ms. Holm reviewed this with the Committee noting that this plan
is for 72 condominiums. The Commission granted preliminary approval at the
October meeting. She noted that for the purpose of the final plan, the entire
lot will be recorded and they intend to do it in phases so the road sections
will come in phases. She stated that everything is in order, except we have not
yet received the Municipal Subdivision Review Form from the Township. There
being no discussion, a motion was made by Mr. Hogan to recommend approving the
Final Plan for Wynfield Phase I. It was seconded by Mr. McCandless. The
motion passed.
2. Proposed Zoning Map Amendment City of Hermitage
Dutch Lane/Highland Road Rezone lands of Richard Schook from R-2-75
Residential to IN Institutional - Mr. Puko reviewed this with the Committee
noting that the property in question is single-family residential. The
surrounding area is a mix of high density residential, institutional, and open
space uses. Mr. Puko compared the two districts permitted uses with the
Committee. He noted that if the property in question is rezoned from R-2-75
Residential to IN Institutional there is a 50 buffer and screening
requirement where an Institutional District abuts a Residential District. He
also commented that both Dutch Lane and Highland Road are both State roads with
traffic to be moderate to high traffic for this area. Given the 50 buffer
requirement on two sides of the property and the front yard requirement of 60
from the future right-of-way the actual buildable area is only about 135 x 75.
Mr. Puko asked for any questions. Someone asked about some open ground that has
a drainage swell with natural scrub and trees. A question was raised on rezoning
the property clear up to the border of the other zone. The Committee questioned
why Hermitage is piece mealing down Highland Road. A question was raised if the
Hermitage Planning Commission has looked at this yet. The answer was no, they
have not looked at it. Mr. Schook spoke in favor of the rezoning stating that
the location has high traffic, is unsuitable for residential use, and has been
on the market unsold as a residence for 10 months. The Committee readily
acknowledged that conditions in the area have changed, but also noted that the
proposed rezoning does not match the Hermitage land use plan which proposes
residential land use in this area and cites a need for multi-family residential
land use. After further discussion, a motion was made by Mr. Hogan and seconded
by Mr. McCandless to recommend denying this rezoning. The motion passed.
3. Rezoning Request Jackson Township Ms. Holm
reviewed this rezoning request/map amendment with the Committee. The property in
question is next to the exit that would take you to Lake Latonka from I-79. The
property is currently zoned "I" Industrial. The Township would like to
have this property rezoned back to "B" Business-Travel Service as it
was originally zoned prior to the development of the Jackson Commerce Park. A
question was raised as to where the Industrial Park is located? It was noted
that it is located south of the property in question. Ms. Holm noted that this
rezoning came from the Township and they would like to rezone it 600 from the
right-of-way of Route 62. She noted that the Township Solicitor is Bob Kochems,
who in turn referred this rezoning to us to review and make our recommendation.
She noted that the area surrounding this rezoning is zoned "B"
Business-Travel Service with the exception to the south which is zoned
"I" Industrial. After further discussion, a motion was made by Mr.
McCandless and seconded by Mr. Hogan to recommend approving this rezoning
request. The motion passed.
Other New Business
Mr. Puko commented that it is time to reorganize the
Committee and to either reappoint the same officers or to change officers. Mr.
Puko noted that Sam Scott is currently Chairman with Jim Rollinson currently the
Vice-Chairman. Mr. McCandless made a motion to recommend keeping the same slate
of officers. It was seconded by Mr. Hogan. The motion passed with Mr. Scott and
Mr. Rollinson abstaining.
ADJOURNMENT
There being no further business to conduct, the meeting
adjourned at 8:30 p.m.
