Meeting Minutes

Tuesday – October 19, 1999 – 7:30 p.m. – MCRPC Offices

Mr. Scott, Chairman, called the meeting to order at 7:30 p.m. A quorum was present. A motion was made by Mr. Price and seconded by Mr. McCandless to approve the Minutes of the September 21, 1999 meeting with no additions, corrections, or deletions. The motion passed.

N E W B U S I N E S S

1. Clark Borough Zoning Ordinance – Major Revision – Ms. Holm reviewed this with the Committee. She stated that she and John Buly (former MCRPC Planner) worked with the residents and Clark Borough officials in completing a major revision of their Zoning Ordinance. She stated that changes to the ordinance include more graphics to make the ordinance user-friendly, the addition of Community Development Objectives, new sections regulating Wireless Telecommunication Facilities and Adult Entertainment Establishments, and the creation of the Multi-Family District (4 acres) to allow for an area of increased density and a variety of housing types. Mayor Bradley noted that if a developer would come in and develop this multi-family housing district, it could be detrimental to the Borough, since they did not leave enough property to do a multi-family housing district. The Borough would then have to do a curative amendment to increase the area in acres for this multi-family housing district. She also noted that changes were made to the zoning map to reflect this new district. She noted that the public hearing for these revisions is scheduled for December 6, 1999.

After brief discussion, a motion was made by Mr. Price and seconded by Mr. McCandless to recommend approval of the amended Zoning Ordinance for the Borough of Clark. The motion passed.

2. Hermitage Zoning Text Amendment – Mr. Puko reviewed this with the Committee. He noted that this amendment is proposed to the City of Hermitage zoning ordinance sign regulations. He stated that this amendment comes from a private party, which erected a sign already, and may not be permitted or proper. This private party is proposing an amendment to the City of Hermitage Zoning Ordinance Sign Regulations that would allow for a Permanent Development Identification Sign to be placed in an R-1, R-2, R-3, R-4, or Office Building or Institutional Zoning Districts. Permanent Development Identification Signs would allow signs up to 50 square feet for multi-lot non-residential developments in residential, institutional and office building zoning districts. The Committee did not find fault with the proposed signs, but noted that many signs are already permitted for office buildings and individual businesses within those buildings. The result could be an undesired number of signs in institutional and office zoning districts. The Committee recommended denial of the proposed amendment as it was submitted and suggested it be redrafted to include a limit on the number and total area of signs per property frontage.

After brief discussion, a motion was made by Mr. McCandless and seconded by Mr. Price to recommend denial of the proposed amendment and redrafting according to the Committee’s suggestion. The motion passed.

3. Findley Township Zoning Ordinance – Major Revision – Ms. Holm reviewed this with the Committee. She stated again that she and John Buly worked with the residents and Findley Township officials in completing a major revision of their Zoning Ordinance. She noted that changes to the ordinance include more graphics to make the ordinance user-friendly, the addition of Community Development Objectives, new sections regulating Wireless Telecommunication Facilities and Adult Entertainment Establishments, and a new Residential Zoning District for the purpose of allowing increased densities and patterns of residential development with a variety of housing types. She noted that agricultural uses in these areas have declined and infrastructure can be made available. She noted that these areas are shown on the zoning map. She also stated that the public hearing for these revisions is scheduled for December 1, 1999.

After brief discussion, a motion was made by Mr. Rollinson and seconded by Mr. McCandless to recommend approval of the amended Zoning Ordinance for Findley Township. The motion passed.
