Mr. Boosel noted that according to the Mercer County Recorder, Ronda McClelland, the Mercer County Affordable Housing Fund (MC 137) had accumulated $398,536.57 (after commitments to previous projects) through the end of July 2004. He also noted that board members R. Glenn Adams, Ron Errett, Donald A. Koontz, Pamela Prince and Bob Siegfried were re-appointed to the board for two year terms by the Mercer County Commissioners. Mr. Thomas Fiscus and Mayor Dave Ryan resigned their positions on the board. Mayor Bill Morocco of the City of Farrell was appointed to replace Mayor Ryan. The other position, at this moment, remains vacant.

Motion to recommend to the Mercer County Commissioners that the Mercer County Housing Authority’s (MCHA) request for $100,000 in MC 137 funds be approved to construct a 40-unit senior housing project in the City of Hermitage.

Discussion: Mr. Frank Gargiulo presented MCHA’s proposal to construct a 40-unit senior housing project in the City of Hermitage to the board. During his discussion and subsequent questioning from the board, he talked about numerous facets of the proposal including but not limited to: scope, cost and financing, demand, proposed clientele by income and age, proposed rent, similar senior housing projects in the county, private developer partners, zoning and density requirements, infrastructure, phases of the project and support by the City of Hermitage. After discussion, the board moved to score the proposal using the established project selection criteria. Dr. Cuff totaled the score sheets. The average score of MCHA’s proposal was 31.5 (40 total possible points) with individual scores ranging from a low of 23 to a high of 37. Average scores for the proposal by individual competitive selection criteria were as follows: leverage 8.5 (10 total possible points), needs 11.5 (15), support and collaboration 3.7 (5) and workability 7.9 (10).

Vote: Mr. Boosel abstained from the vote; the rest of the board passed the motion unanimously.

The board discussed a proposal submitted by Mr. Joseph Phillips of BA & JO Enterprises to undertake a housing market study of the Shenango Valley Region of Mercer County. Mr. Phillips was unable to attend the meeting. Therefore, the board decided against taking any formal action until they are able to discuss the proposal with Mr. Phillips at their next meeting.
