Mr. Scott, Chairman, called the meeting to order at 7:30 p.m.
A quorum was present. A motion was made by Mr. Price and seconded by Mr.
Rollinson to approve the corrected Minutes of the August 17, 1999 meeting due to
the fact that a quorum was not present at the August meeting and the members
present voted to recommend approval of all items at that meeting. The motion
passed.
N E W B U S I N E S S
1. Major Plan – Liberty Gait Plan – Lots 4-2, 4-3, 4-5 to
4-8 – Liberty Township – Ms. Holm reviewed this with the Committee. She
stated that this major subdivision is for preliminary plan review for 6 lots and
approximately 900 feet of public street, Eastgait Drive. The subdivision is west
of State Route 173 near the County line. Each lot will be one acre or larger,
have access on the proposed street, and is intended for on lot sewage. She also
noted that perc tests have been done on each lot, but we have not received DEP
approval as of today. Liberty Township is not zoned so the subdivision must meet
the requirements of the Mercer County Subdivision and Land Development
Ordinance. She noted that the street will be built to meet the Township’s
specifications. The Township requests a turnaround on the proposed street,
basically for maintenance trucks or school buses. She also stated that the
Committee would need to review this plan for final plan also. She noted that at
this point, this plan meets all of the requirements for a preliminary plan, but
it does not meet all of the specific requirements for final plan which include
DEP approvals and road construction or bonding for the improvement.
After brief discussion, a motion was made by Mr. Price and
seconded by Mr. Rollinson to recommend approval of this preliminary plan for
Liberty Gait Subdivision, Lots 4-2, 4-3, 4-5 to 4-8. The motion passed.
Mr. Straub, surveyor for this subdivision, asked adamantly if
he could get a contingent approval for the final plan. It was stated that we
couldn’t grant contingent approval for the final plan now due to the fact that
two of the major requirements for final plan approval are still lacking.
2. Modification Request – Glen Lake Estates Mobile Home
Park – Pine Township – Ms. Holm reviewed this with the Committee noting
that two months ago the Committee reviewed and approved preliminary approval for
the Glen Lake Estates MHP Expansion. She stated that Mr. Berkovitz now is
requesting a modification of Article VII, Section 704:G relating to cul-de-sac
configurations. He is requesting the use of a hammerhead turnaround at the end
of the proposed street rather than the 80’ diameter cul-de-sac required by the
Ordinance. He noted that the street would be paved to required standards,
however it will remain a very low volume private street within the Mobile Home
Park serving only 9 lots with off street parking provided. He noted that
basically only maintenance trucks and only a few residents at the end would use
the hammerhead turnaround. He stated that because the streets in the Mobile Home
Park are private buses do not enter this park, they drop and pick-up the
children from the main road, Route 208.
After brief discussion, a motion was made by Mr. Price and
seconded by Mr. Rollinson to recommend approval of this modification request
for the turnaround in Glen Lake Estates Mobile Home Park. The motion passed.
3. Modification Request – Charles and Mary Wilson – Lot
#1 – Worth Township – Mrs. Heldorfer reviewed this with the Committee.
She noted that Charles and Mary Wilson are requesting for a modification of
Article IV, Section 407:2 regarding the 4 to 1 ratio. She stated that this is an
adjoiner lot to be added to an existing lot. She also stated that their son
wants to buy additional property from his parents. It was noted that he couldn’t
purchase any more property due to a sewage system, which it would encroach upon.
Therefore, conditions on the site dictate this lot configuration.
After brief discussion, a motion was made by Mr. Rollinson
and seconded by Mr. McCandless to recommend approval of this modification
request to the 4 to 1 ratio for the Charles and Mary Wilson subdivision. The
motion passed.
ADJOURNMENT
There being no further business to conduct, the meeting
adjourned at 8:25 p.m.
