CALL TO ORDER

Mr. Jeff Hoy, Chairman, called the meeting to order at 7:30 p.m.

PRAYER AND PLEDGE OF ALLEGIANCE

Mr. Ron Faull, Vice-Chairman, led the Commission in the prayer and Pledge of Allegiance.

ATTENDANCE SIGN-IN

An attendance sign-in sheet was passed around and representatives present were asked to mark their attendance. A quorum was not present.

PUBLIC COMMENTS ON ANY AGENDA ITEM

There were no public comments. Due to a lack of a quorum, Mr. Puko stated that according to MCRPC Bylaws, the Nominating Committee Report could be provided this evening.

NOMINATING COMMITTEE REPORT – 2001 OFFICERS

Mr. Bud Price presented the following list of officers for 2001: Chairman – Ron Faull representing Liberty Township; Vice-Chairman – Larry McAdams representing Fredonia Borough; Secretary – Cliff McCandless representing Grove City Borough; and Treasurer – James Pat White representing Hermitage City. Mr. Hoy asked if there were any nominations from the floor. There were none. Elections will be held at the December meeting, which at that time additional nominations can be made from the floor if so desired.

OTHER BUSINESS

Mr. Puko noted that the Annual Dinner Meeting notice was mailed to all representatives and interested individuals. He explained that the program for that evening entails two guest speakers: Ron Bailey of Lancaster County Planning Commission and Jerry Walls of Lycoming County Department of Economic Development and Planning Services. Messrs. Bailey and Walls are creative and pro-active planners that will talk about the role of county planning and growing opportunities to play a stronger role encouraging and guiding positive community development.

Mr. Puko stated that the new KOZ legislation has passed and there would be new KOZ expansion zones proposed. He also commented that he has prepared an update on the Census 2000 (copy is attached to and made a part of the permanent record of Minutes).

PENN STEP PROGRAM

Mr. Puko introduced Mr. Tom Lawrence of the Northwest PA Regional Planning & Development Commission and Mr. Jeff Allio of the PA Department of Environmental Protection. Mr. Lawrence, Regional Coordinator, stated that PENN STEP is a new, small-community water and sewer assistance program. He stated that PENN STEP is not a funding program; instead it uses self-help techniques to reduce the cost of drinking water and wastewater projects. He stated that self-help communities often act as the general contractor, organizing local labor and equipment and coordinating work that needs to be done by a contractor. Self-help projects typically reduce construction costs 30 to 70 percent. Mr. Lawrence next provided a slide presentation to help explain the PENN STEP Program. Mr. Jeff Allio stated that PENN STEP can be very effective, but it is not for everyone. Certain community criteria should be looked at to determine if PENN STEP is a viable option.

With no further business or discussion, the meeting adjourned at 8:35 p.m.
