CALL TO ORDER
Mr. Larry McAdams, Chairman, called the
meeting to order at 7:30 p.m.
PRAYER AND PLEDGE OF ALLEGIANCE
Mr. Cliff McCandless, Vice-Chairman, led
the Commission in the prayer and Pledge of Allegiance.
ATTENDANCE SIGN-IN
An attendance sign-in sheet was passed
around and representatives present were asked to mark their attendance. A
quorum was present.
PUBLIC COMMENTS ON ANY AGENDA ITEM
There were no public comments.
MINUTES OF THE MARCH 26, 2002 MEETING
A motion was made by Ms. Lazor and
seconded by Mr. George to approve the Minutes of the March 26, 2002 meeting with
one correction Attorney Robert Kochems was present. The motion passed.
FINANCIAL STATEMENT
A motion was made by Mr. George and
seconded by Ms. Ferringer to approve the March 2002 Financial Statement as
presented. The motion passed.
STAFF REPORTS
Mr. Gracenin noted that at the last MPO
Committee meeting, they approved the 2003-2006 TIP project listing of $74
Million. He explained that the Committee felt that these allocations are low and
they have concerns. A letter was sent to PennDOT stating our concerns regarding
engineering and that type of work. No response has been received yet from
PennDOT.
Mr. Puko noted that the Commission has
been involved in a Natural Heritage Inventory, which is going on in the County
now. In order to provide a little more public exposure and input to this, the
Natural Heritage Inventory will be featured as part of the Shenango Conservancy’s
annual canoe trip on the Shenango River on Saturday, June 1.
Mr. Coxe noted that as part of Earth Week,
the winners from this years’ poster contest were at the Shenango Valley Mall
for a media event. He also noted that the winning posters and other items are
posted on our web site.
ZONING & SUBDIVISION REVIEW COMMITTEE
REPORT
Mr. Scott, Chairman, reported that the
Committee met last week, a quorum was present and took action on the following
items:
1. Zoning Ordinance Text Amendment –
Findley Township – Mr. Scott stated that Findley
Township would like to amend their zoning ordinance, Section 502.10, Wireless
Telecommunications Facilities, with a section that would include more extensive
provisions for such facilities. A motion was made by Mr. Scott and seconded by
Mr. Price to approve the requested Zoning Ordinance Text Amendment. The motion
passed.
2. Eagle Point Condominiums – Planned
Residential Development – Tentative Plan - City of Hermitage
– Mr. Scott noted that the proposed PRD is located on Sample Road, east of the
Deer Path Development. The plan calls for 103 units, a community building, and
open space with walking trails. A motion was made by Mr. Scott and seconded by
Mr. Garrett to approve the Tentative Plan for Eagle Point Condominiums – PRD.
The motion passed.
UPDATE OF MERCER COUNTY COMPREHENSIVE PLAN
Mr. Puko explained that the Commission is
preparing to update the 1996 Mercer County Comprehensive Plan. He distributed
and reviewed a work program outline of funding applications to support the work,
which is attached to and made part of permanent set of Minutes. He indicated
that the main reason for updating the County Comprehensive Plan is because there
are many new state planning code requirements.
Overall, Commission members felt
comfortable with the work program outline and felt they could make it
manageable. No objections or serious critique were noted.
MEDIA COVERAGE OF MCRPC MEETINGS
Mr. Puko stated that MCRPC meetings
attract little interest from the media. In the past, the Commission suggested
having more media attention, but nothing had been done about it. He would like
to know if MCRPC should be more aggressive in seeking media coverage or do
nothing. The Commission felt that we should keep things as normal and not be
aggressive in seeking the media coverage.
ROLES & RESPONSIBILITIES OF MCRPC REPS
Mr. Puko reviewed the roles and
responsibilities of being an MCRPC rep for new members and old.
