CALL TO ORDER
Mr. Mark Smith, Chairman,
called the meeting to order at 7:30 p.m.
PRAYER AND PLEDGE OF
ALLEGIANCE
Mr. Chuck Garrett, Secretary,
led the Commission in the prayer and Pledge of Allegiance.
ATTENDANCE SIGN-IN
An attendance sign-in sheet
was passed around and representatives present were asked to mark their
attendance. A quorum was present.
PUBLIC COMMENTS ON ANY AGENDA
ITEM
There were no public comments.
MINUTES OF THE FEBRUARY 28,
2006 MEETING
A motion was made by Mr.
Stanton and seconded by Mr. McAdams to approve the Minutes of the February 28,
2006 meeting with no additions, corrections, or deletions. The motion passed.
FINANCIAL STATEMENT
A motion was made by Mr.
Johnson and seconded by Mr. Stanton to approve the February 2006 Financial
Statement as presented. The motion passed.
STAFF REPORTS
Mr. Barnhizer explained that
the Mercer County Affordable Housing Fund Board will meet next week to review
and rank 2 applications: Arch of Mercer County for a group living facility and
Mercer County Habitat for Humanity. He noted that assuming these two
applications score high, the Board would then forward them on to the Mercer
County Commissioners for their review and recommendation. Next, he explained
that work has been progressing on the Shenango Valley Comprehensive Plan.
MCRPC staff is in the process of conducting a land use windshield survey for 5
of the 6 communities involved, with the final municipality almost completed.
He noted that a visioning workshop was held with the Steering Committees and a
public visioning workshop is being planned for late April.
Mr. Gracenin explained that
from time to time we receive various pamphlets for different workshops. He
wanted to make sure that municipalities were aware of these workshops. He
stated that he is planning on attending "The Official Map" workshop
in May. Next, he explained that he would like to update everyone on the GIS
program at an upcoming MCRPC meeting. He noted that he will be meeting with
the consultants on April 24th and hopefully have a preview of the
GIS program at the April 25th MCRPC meeting. Next, he noted that
the Commission will be involved in doing some additional work for a
Multi-Municipal Plan for Wilmington Township-Mercer County, Wilmington
Township-Lawrence County and Wilmington Borough. Next, he explained that Mr.
Andrew Dash, Planner will be leaving the MCRPC on March 31, 2006. He noted
that he will be missed and wished him success with his new job.
ZONING AND SUBDIVISION REVIEW
COMMITTEE REPORT
Mr. Scott, Committee Chairman,
explained that the Committee met last week, a quorum was present, and took
action on the following item:
1. Request for a modification
to the Mercer County Subdivision and Land Development Ordinance
– Donald and Mary Enterline are requesting a modification to Section
407.3.f.1 regarding the 4:1 depth-to-width ratio for a proposed subdivision on
North Good Hope Road in Greene Township. The modification was requested to add
Lot "A" to the neighboring Mariacher lot, which is served by only a
30’ right-of-way. A motion was made by Mr. Scott and seconded by Mr. Stanton
to approve the modification request for Donald & Mary Enterline due to
this subdivision only being a rear lot addition to the Mariacher property and
not the creation of any new lots. The motion passed.
FINANCE-PERSONNEL COMMITTEE
REPORT
Mr. Gracenin explained that
the Finance-Personnel Committee met prior to tonight’s meeting to accept the
resignation of Andrew Dash and to discuss advertising the position. The
Committee stated that they would like to advertise the Planner position at a
salary range of $27,000-$32,000.
OTHER BUSINESS
Mr. Gracenin explained that we
received a written request from the Mercer County Solid Waste Authority to
conduct some business for them. They requested that we complete the Act 101
Report which shows how much recycling is being conducted around the County. He
noted that this report is due April 1, 2006. They also requested that we
complete the 904 Performance Grant. He stated that Mr. Coxe is the only staff
member capable to complete those reports, since he has done work for the
Authority in the past. Mr. Gracenin explained that he reviewed this request
with the Executive Committee and they felt we could potentially do the work,
but we cannot continually do their work. Mr. Coxe had worked up a cost
estimate to do the work and the Authority is willing to pay MCRPC to provide
the work. The Executive Committee stated that if we agree to provide the work,
the Authority would pay up front and it would only be for the Act 101 Report
and the 904 Performance Grant. Mr. Gracenin explained that the Commission
needs to act on this request since the Authority is not a member of MCRPC and
the Commission would need to amend their Annual Work Program to include those
two work elements. In discussion, there was concern if we would want to charge
an hourly basis, versus a flat fee. Also, there was concern if anybody else
would be capable of doing this work. It was noted that the Authority had asked
Ms. Jill Boozer to perform the work, but she declined. Mr. Gracenin stated
that Mr. Coxe would be the only staff member capable and familiar in doing
this work. A motion was made by Mr. Stanton that we amend the Annual Work
Program to complete the Act 101 Report and the 904 Performance Grant,
contingent upon a flat fee payment up front after a closer analysis is
completed of our costs and that this is the last time we would perform work
for the MCSWA. Mr. Dunlap seconded. The motion passed.
