Mercer County has a comprehensive plan adopted in 1996.
It is called
"Planning for Livable Communities."
What is a comprehensive plan?
It is a guide to future growth,
development, land use, and community character. It is advisory and not itself
a development ordinance, zoning map, or rules and regulations. Pennsylvania
law requires all counties to "prepare and adopt a comprehensive plan."
Why a comprehensive plan?
Mercer County elected and citizen
leaders, in the county's 1991 strategic plan, called for a county land use
and development plan and coordinated policies and controls. Having such
a plan was viewed as a strategic step "to improve the standard of living
and quality of life for Mercer County citizens."
What are key parts of the plan?

Trends & data - An examination
of key trends in population, land use, the economy & housing. Is the
county growing? Is the character of communities changing?

Vision & policy statements -
Brief statements that outline Mercer County's vision for the future and
key policy objectives to achieve it.

Making communities livable
- A list
of the key ingredients to making Mercer County's communities more livable.

Land use plan
- An important outline
of future needs for residential, commercial & industrial development
and a map showing target areas for new growth, revitalization & preservation
of urban neighborhoods and rural communities.

Implementation
- A list
of new initiatives, funding programs & other community improvement
tools being undertaken by the county to implement the comprehensive plan.

Mercer County's Comprehensive Plan.
