Review Process

Step 1 - Proposed amendment submitted from municipality -
in accord
with MPC
Step 2 - In-depth review by MCRPC zoning & subdivision review committee
A. Five review criteria are applied to judge if amendment should be
approved:
1. The amendment is consistent with community & county
goals, objectives & plans.
2. The amendment is compatible with
surrounding land & uses, there are no or minimal adverse impacts.
3. Infrastructure is adequate to accommodate
the amendment.
4. Adequate, already-zoned sites are not
available elsewhere.
5. Local/area conditions have changed.
B. Committee procedure:
1. Factual presentation by staff - location, physical conditions of
site & surrounds, infrastructure available, area zoning, area land use,
comparison of existing & proposed permitted uses, other info pertinent to
five review criteria.
2. Comments from any interested parties - committee is open to
inquiries from property owners and area citizens/groups and will notify such if
alerted of interest - also, notice of review at committee & full commission
meetings will be sent to the appropriate municipality and its representatives on
the commission and the applicant for the amendment or his/her agent.
3. Committee discussion & evaluation based on five review
criteria.
4. Committee makes recommendation and states
reason(s).
Step 3 - Review by MCRPC full commission
A. Standard procedure:
1. Zoning & subdivision review committee chairman gives report of
recommendation.
2. Staff provides a graphic or visual aid.
3. Action to confirm/accept committee recommendation.
B. Alternate procedure if requested by a commission representative or
deemed appropriate by the committee due to the magnitude or sensitivity of the
amendment:
1. More information or in-depth review following the same procedure as
in Step 2 B. above.
2.
Action to confirm/accept or modify committee recommendation or act on
a different recommendation.
Step 4 - MCRPC staff transmits recommendation with
reason(s) in writing.
